Low-Code Platform Invitation to Tender (ITT)

The current platform used to develop and manage the applications is coming to the end of contract in December 2026. Worcestershire County Council is issuing this Invitation to Tender (ITT) to prospective suppliers. We would like suppliers to provide pricing for the provision of the low-code platform for the next 3 years, plus two - two-year optional extensions (3 + 2 + 2) starting in December 2026. We are giving this amount of time, as we recognise it will take a significant amount of time to build all our applications. The build will be managed in house.

We have developed 80+ applications to date on the current platform. The applications developed are core to transforming the organisation, changing culture, focusing service delivery on the front line, and streamlining the back office.

The Council is looking for a solution which provides all the functionality and support detailed in the Requirements Specification. The low-code platform should be your main line of business you should be able to clearly show your investment and roadmap for the future development of your platform and should not be built on a Java stack.
